SEQUIM — In late September, the State Government’s Public Disclosure Committee filed two complaints against the Sequim Good Governance Alliance and its Political Action Committee (PAC), accusing them of misreporting donations and failing to disclose their main donors.

The leaders of these groups raised objections to any misconduct and stated that they had taken steps to correct any problems.

Kathy Trainor applied on September 22, and the Sequim Good Governance League's PAC raised its donation target to $6,000, although it was listed in the PDC's small report and did not allow the raising and spending of more than $5,000. She wrote in the complaint, “PAC falsified information on their donation page and misrepresented the donor’s belief that donations of more than $5,000 would go to PAC, when in fact they would not.”

Dell Jarvis, the treasurer of the alliance PAC, board member and treasurer of the alliance's non-profit organization, responded to the first complaint, saying that PAC had set the postcard target at $3,000 and increased to $4,800 in September for purchases Local newspaper advertisements and shortly thereafter increased to $6,000, "The purpose is to move from small reports to full reports."

He wrote to the PDC saying that because it was a new organization, he did not know that August 31 would change the deadline for reporting guidelines to September 27.

He wrote that a staff member of the PDC contacted him to say that it was too late to change the report and that eight donors placed them above the $5,000 threshold. He said that the organization subsequently closed the donation button and refunded eight donations. Their donation was US$4,979.

In a follow-up to her October 10 complaint, Trainor wrote that the donation page of the alliance still exists and people can donate. She wondered if the group could continue to collect donations.

Jarvis wrote a reply on October 13th, writing to PDC, she "confused the PAC donation button that we removed on September 27th with the alliance's donation button."

He wrote that donations are now transferred to the bank account of the alliance instead of the bank account of the PAC.

"Let me reiterate: we no longer accept donations from SGGL PAC," Jarvis wrote. "There is no mixing of funds between non-profit organizations and PACs. We record all funds in and out very carefully."

In the second complaint, Donnie Hall reported to the PDC on September 27 that the alliance PAC’s postcard “claimed to be responsible for this political advertisement and apparently failed to identify its top five donors as required by RCW.”

On October 12, Jarvis wrote to PDC, “The political committee does not need to identify the top five donors for two reasons: 1) advertising costs are well below the reporting threshold of $1,000; 2) there is no donation from donors More than $1,000 (according to RCW 42.17A.260)."

He cited the PDC website, where the top five who donated US$1,000 or more to the committee must appear in the advertisement, but SGGL PAC received 56 donations during this campaign season, and no individual donated more than US$499.

Jarvis stated that the postcard sold for US$467.53 and that no candidates participated in the postcard project.

In an interview, Jarvis stated that from October 23 to November 1, the record books of all candidates and political committees will be open for public inspection, including the names of donors.

He said: "SGGL PAC will publish a complete description of what we do online on the same day." "It is shocking that some people think we have something to hide."
